In the wake of Operation Downfall, Japan has been partitioned by the four powers who brought it to its knees: the United States, the Soviet Union, the United Kingdom, and the Republic of China. But as the Allies begin to carve up the wreckage, the real war for Japan has just begun.

In the halls of power of Tokyo, tensions are rapidly rising amongst the four victors. In the streets of Japanese cities, a volatile mix of separatists, warlords, and ideologues of every stripe fight for the soul of a nation in ruins. Deep in the mountains and forests that dot the country, fanatical insurgents wage a bloody campaign against those who occupy their homeland.  

Amidst a nationwide insurgency, a nuclear arms race, and an ever-heating Cold War, the Allied Control Council for Japan must chart a future for the country and navigate a multi-faction meat-grinder - one that threatens to bring Japan, and perhaps even the world, to the brink of annihilation.
